Licensing Framework Implementation — Phase I

This circular introduces Phase I of the NLA licensing framework, including intake via Registered Agents, completeness checks, indicative processing timelines, and publication standards for license confirmation fields.

Positioning: The NLA is a licensing authority. This circular provides administrative guidance and processing standards for license applications and confirmation.

1) Purpose

This circular commences Phase I of the NLA licensing framework and sets minimum operational standards for application intake, completeness validation, processing sequencing, and publication of license confirmation fields.

2) Scope

  • All new license applications submitted on or after the effective date.
  • All renewal, re-issuance, and variation requests where a submission package is required.
  • All Registered Agents acting as intake representatives for applicants.

3) Registered Agent–led intake

Applications are submitted through Registered Agents to standardise documentation, reduce processing gaps, and ensure accountability for completeness at submission.

  • Agents must submit a single consolidated package (index + exhibits).
  • Applications may be returned where documents are fragmented or materially inconsistent.
  • Agent contact details must be included for all follow-up requests and corrections.

4) Completeness checks

NLA performs a completeness check before processing starts. The completeness check is administrative in nature and focuses on whether required items are present and coherent (not whether the application will be approved).

5) Processing sequencing & indicative timelines

Processing occurs in stages. Timeframes are indicative and assume a complete submission and timely responses. Where a submission is incomplete, the timeline may pause until a corrected package is received.

  • Stage A — Intake confirmation: acknowledgement of receipt via the Registered Agent.
  • Stage B — Completeness validation: administrative completeness check and query issuance (if any).
  • Stage C — Review & clarifications: structured review with targeted requests for clarifications.
  • Stage D — Decisioning & issuance: preparation of license confirmation output and status assignment.

NLA maintains a central verification database for license confirmation. Where a public verification interface is provided, it may display selected fields to confirm license claims.

7) Transition notes

  • Existing applicants in progress may be asked to align submissions to the Phase I intake format.
  • Where prior documents were submitted informally, the Registered Agent may be requested to re-package them into a single indexed set.
