Guidance & Standards

Guidance and baseline standards are published to support consistent understanding of the Neves licensing and authorisation framework. These materials are advisory and help applicants, License holders, and Registered Agents align documentation, disclosures, governance, and operational practices.

Guidance is not legislation or legal advice. Where a License instrument or circular differs from older guidance, the newer instrument prevails.

Overview

The Neves Licensing Authority issues guidance notes and baseline standards to describe administrative expectations, document formats, governance practices, verification methodology, and good-practice approaches commonly expected across License types.

Non-binding Interpretive notes Good practice

1) What guidance covers

  • Application & documentation standards (completeness, format, naming conventions)
  • Operational expectations (recordkeeping, governance hygiene, client communications)
  • Verification & License references (how License claims should be stated and verified)
  • Risk and integrity practices (baseline controls, escalation, auditability)
Practical intent: reduce back-and-forth during application review and improve consistency of how License holders represent their status publicly.

2) Standards library (baseline)

The baseline standards below apply across License families unless a License instrument specifies otherwise.

A) Documentation & filing

  • Use consistent legal entity names and Registered Agent references across all submissions.
  • Maintain a document index for policies, registers, and governance evidence.
  • Keep change logs for policy updates showing who changed what and when.

B) Communications & disclosures

  • Use clear, fair statements when describing License status and scope.
  • Do not imply endorsement, approval, or guarantees by the Authority.
  • Provide prominent complaint and escalation signposting where relevant.

C) Recordkeeping & auditability

  • Keep records in a retrievable form with retention aligned to your License instrument and circulars.
  • Retain evidence for key decisions such as risk acceptance, approvals, and onboarding decisions.
  • Use access controls and segregation of duties for sensitive functions.

D) Integrity & conduct alignment

  • Adopt conduct standards aligned to the Code of Conduct & Ethics.
  • Maintain internal reporting channels for misconduct and conflicts.
  • Ensure marketing materials do not misrepresent permissions or status.
Note: These are baseline expectations. License instruments, administrative directions, and current circulars may add requirements for specific categories.

3) Operational & governance guidance

In addition to general baseline standards, the Authority maintains guidance themes that help applicants, License holders, and Registered Agents understand how governance, verification, public references, and operational resilience should work in practice.

4) Updates & precedence

Guidance may be introduced, amended, or clarified through circulars and notices. If guidance conflicts with a newer circular or a License instrument, the newer document prevails.

Recommended reference order:

  • License instrument / License conditions
  • Current circulars and notices
  • Guidance notes and baseline standards

5) Advisory status & disclaimer

Guidance and standards are advisory. They do not constitute legislation or legal advice, and do not create enforceable rights beyond what is recorded in a License or agreed administratively with the Authority.

Disclaimer: Users should obtain independent professional advice as appropriate for their activities, jurisdictions, and counterparties.
