Guidance Methodology

A framework becomes easier to understand when its documents are organised consistently. The Neves License Framework uses a structured publication model so that users can distinguish between operational circulars, interpretative guidance, standards, notices, and archived reference materials.

The purpose of this methodology is not to overcomplicate the document library. It is to help applicants, license holders, Registered Agents, counterparties, and the public understand which documents carry current relevance, how later publications interact with earlier ones, and how users should interpret changes over time.

Core publication types

• Circulars — operational publications setting out current instructions, publication standards, expectations, or administrative requirements.
• Guidance — explanatory material designed to help users interpret and apply the framework consistently.
• Standards — structured documents describing expected approaches to publication, recordkeeping, governance, conduct, or framework alignment.
• Notices — more focused publications dealing with specific procedural, transitional, or administrative matters.

How documents should be read together

Current, superseded, and archived materials

Framework documents may change over time. When that happens, users should rely on the current circular or current guidance page that now governs the relevant subject area. Earlier materials may remain visible for continuity, but they should not necessarily be treated as the operative document.

• Current — the primary document users should rely on
• Superseded — a document replaced by a later circular or notice
• Archived — a retained historical reference that is no longer the main controlling publication

Methodology for updates

Where framework materials are updated, the aim is to improve clarity, reduce ambiguity, and make current expectations easier to locate. Newer publications may consolidate earlier material, refine terminology, improve publication standards, or better align recordkeeping and verification practices.

Why this methodology matters

A document framework that is not governed clearly can create confusion. Users may rely on old circulars, overlook replacement notices, or misunderstand whether a guidance page is interpretative or operational. The methodology exists to reduce that confusion and make the framework more structured, legible, and durable over time.
